Need to paper a wall in the nursery, but compared to the other walls around the house, this seems to differ....


This seems to be paint that was under the old lining paper, I did a test with a wet cloth (holding it on the wall for 15 secs) and the paint hasnt lifted by rubbing but I can scratch it away if I try.....

Now I've read loads about priming, sealing and sizing but to be honest, no one can agree!
Can I seal the old paint off with a watered down emulsion coat? Or size it using watered down paste?
The wallpaper going up isn't cheap, and I had noticed before stripping the old lining paper off, that it had lifted where the paint in was pasted to, came away from the wall.
